Marine mammals are deeply woven into the fabric of marine ecosystems, often as apex predators. Removal or extinction of these species will cause ocean ecosystems to collapse. It is imperative for nations to work on conserving these charismatic species, but marine mammal conservation is a complex and diverse issue that traverses all levels of political boundaries. Utilizing a variety of policy tools in a cohesive method can help managers at the local, regional, and international levels conserve these species. This paper examines the various tools available to policy makers for the conservation of marine mammals.
